ABOUT COBRAH
The County of Blair Redevelopment & Housing Authorities (COBRAH) are two separate municipal authorities that were incorporated in 1969.
After having completed urban renewal projects in Tyrone and Williamsburg Boroughs which involved acquisition, demolition, infrastructure improvements and development of private retail facilities and housing, the Redevelopment Authority’s work is mostly focused on the rehabilitation of single family, owner-occupied homes through the federally funded Home Investment Partnership (HOME) and Community Development Block Grant (CDBG) Programs that are now administered by the Blair County Department of Social Services.
It was not until the mid-1970’s that the Housing Authority received its first Section 8 certificates, (later converted to vouchers). In 1980,the Authority built its first 26-unit public housing development known as Bell Court, located in Bellwood Borough. This was shortly followed in 1982 by the construction of 60 family units of public housing known as Cold Springs located in Snyder Township.

OUR MISSION
The mission statement of the Blair County Housing Authority is to promote adequate and affordable housing, economic opportunity, and a suitable living environment, free from discrimination, for families ranging from those with extremely low incomes to those with low incomes throughout Blair County, excluding the City of Altoona.
